Economy of the gaming market

Regulated gambling is one of the few consumer industries that publishes its own revenue monthly, state by state, on forms whose lines are defined in statute. This section reads those reports: handle against hold, the payback a machine is required to return, the promotional credits an operator may deduct before tax and the schedule on which that deduction shrinks or ends. Where a number comes from a state report, the report and the month are named.

What that produces is a set of plain questions with documented answers: which figure a state’s monthly headline is quoting, who fixes the percentage a machine must return and how that percentage is verified, where the tax on the revenue is appropriated once it is collected, and how a promotional deduction shrinks the taxable figure before anyone argues about the rate. The public health data published alongside those reports is read the same way, since it comes from the same states on the same schedule. Donor-era pages on betting and casinos keep their own addresses under the headings they were filed under.
